CONTINUING PROFESSIONAL EDUCATION PROGRAM ON LAND VALUATION


PROGRAM GOAL The Continuing Professional Education Program on Land Valuation (CPEPLV) aims to develop technically competent, responsible and respected professional appraisers or valuers whose standards of practice and service shall be globally competitive and will promote the growth of the real estate industry. This program goal is adopted from the Declaration of Policy of the Real Estate Service Act (RESA) of 2009, otherwise known as RA 9646, Art. I, Sec. 2.
 
PROGRAM STRUCTURE

The CPEPLV shall be composed of four stand-alone courses, each consisting of 48 hours of instruction. A certificate of completion will be awarded for each successfully completed course. The following are the courses of the program:

1. Introduction to Land Valuation
2. Development Controls and Construction
3. Land Laws and Planning for Development
4. Statutory Valuation

 
MODE OF DELIVERY

The courses will be delivered online.

 
ADMISSION REQUIREMENTS

Those applying to enroll in any of the CPEPLV courses must have a baccalaureate degree in any field.

 
COURSE

CPEPLV 1. Introduction to Land Valuation

 
Course description

Overview of the concept, nature, practice and process of property valuation.

Assumed knowledge: None.

 
Course goal

The course aims to introduce the student to fundamental concepts in the practice of land property valuation.

 
Course objectives

By the end of the course, the student should be able to:

1. Discuss the role of the land and property valuation and management sector in national development.

2. Identify the fundamental features of real property that distinguish it from other goods.

3. Discuss the features of property markets and how these affect property values.

4. Describe the property valuation process and apply its steps to the valuation of a simple property.

5. Explain the different methods of valuation and select the method that is appropriate to a given situation.

7. Conduct a valuation of a simple property and prepare a professional-standard valuation report.

COURSE CPEPLV 2. Development Controls and Construction
 
Course description

Study of the key factors that influence property values.

Assumed knowledge: None.

 
Course goal The course intends to provide the student with a working knowledge of the key factors that influence the valuation of properties with constructed facilities.
 
Course objectives

By the end of the course, the student should be able to:

1. Discuss property development controls, including the rationale for them, their effects on property values and their influence on the course of development on the landscape.

2. Explain the basic theoretical and practical concepts used in building construction

3. Explain the key elements of building construction—such as construction processes, building materials and building performance—that influence the value and management of a property.

Course CPEPLV 3. Land Laws and Planning for Development
 
Course description

Introduction to contemporary land and real property laws in the Philippines as well as public administration and institutional systems with respect to land use planning and regulation for sustainable development.

Assumed knowledge

Topics covered in “Introduction to Land Valuation” and “Development Controls, Infrastructure and Construction”.

 
Course goal

This course aims to provide the student with a practical understanding of the basic concepts, principles and applications of land and real property law, resource management and interests in land, and land use planning and regulation for sustainable development

 
Course objectives

By the end of the course, the student should be able to:

1. Explain the concepts, principles, processes, systems of and practices in land laws and land use planning

2. Apply these basic principles and processes in assessing the various governance issues related to the roles of land laws and land use planning in sustainable development

Course CPEPLV 4. Statutory Valuation
 
Course description

Elements of government valuation including property taxation and assessment, national and local taxation on property transfers, compulsory acquisition and disposition, and code of ethics.

Assumed knowledge

Topics covered in “Introduction to Land Valuation” and “Development Controls, Infrastructure and Construction”.

 
Course goal

This course aims to:

1. provide the student with an in-depth understanding of valuation as implemented by the government for its purposes and

2. equip the student with all the essential tools of an effective government assessor.

 
Course objectives

1. Explain the concept of property taxation within the national and international context, including the underpinning legislation.

2. Describe and apply the main valuation and assessment methods used in government valuation.

2. Discuss the areas of valuation related to the national and local taxation on property transfer taxes.

3. Explain compulsory acquisition and disposition, including the basic legislative rules underpinning the valuation process and related details such as value of land taken, severance and disturbance.

4. Define and discuss the ethical standards governing assessors.
