UP Open University and Open University of Kaohsiung to develop course on Human Rights

The University of the Philippines Open University (UPOU) and the Open University of Kaohsiung (OUK), Taiwan have entered into a partnership on International Cyber Education that will pave the way for the joint development of a course on International Human Rights. This is in line with the United Nation’s declaration of 2009 as the Year of Human Rights Learning.
The two universities will promote and assist in the organization of Taiwan-Philippines NGO Forum among Filipino and Taiwanese civil society leaders and scholars. They shall also initiate a series of city learning tours in Manila and in Kaohsiung that will focus on urban governance and city management.
Through the partnership, the UPOU will establish the UPOU International Learning Center at the OUK campus in Kaohsiung, Taiwan. Chancellor Grace Javier Alfonso said that through the International Learning Center, the UPOU shall be able to respond to the needs and serve better the Filipino workforce in Taiwan who needs to constantly upgrade their knowledge and skills to remain competitive in the labor market.
The partnership agreement between UPOU and OUK was signed during UPOU’s 14th Anniversary on 25 February 2009, at the UPOU, Los Banos, Laguna.
