DOST USec dela Pena is UPOU Commencement Speaker

Undersecretary Fortunato T. dela Pena of the Department of Science and Technology is the guest speaker in UP Open University’s 13th Commencement Exercises that will be held on 9 May 2009, 6:30 pm at the Oblation Park, UP Open University, Los Banos, Laguna.

Prof. dela Pena is a strong advocate of information and communication technology, particularly in e-governance and sustainable national development. He is currently Professor of Industrial Engineering at the UP College of Engineering where he began teaching in 1973. He was the Vice President for Planning and Development of the University of the Philippines System when the UPOU was established in February 1995 and served as Course Coordinator of UPOU’s courses on entrepreneurship.

Usec de la Peña finished his B.S. Chemical Engineering degree at UP in 1969 and his M.S. Industrial Engineering degree also at UP in 1976. He earned a Diploma in Industrial Quality Control (with distinction) at the Boucentrum International Education Center in Rotterdam, the Netherlands, in 1975 and undertook Graduate Studies in Operations Research at the Polytechnic Institute of New York in 1982. He was also a recipient of a Dutch Government Fellowship, UNDP-UNIDO Study Tour Fellowship in engineering education and maintenance management, ADB Fellowship in engineering education, and was exchange scientist fellow in ergonomics.
