FMDS organizes a project to improve Philippine competitiveness for development

To contribute to the discourse on development issues in the country, the Faculty of Management and Development Studies-UP Open University (FMDS-UPOU), is undertaking a policy research cum advocacy project, entitled: “Improving Philippine Competitiveness through Policy Advocacy of Economic Reforms and Strategies.”
The research-advocacy project hopes to educate decision makers, academicians, media, and other stakeholders on policy questions and solutions to improve Philippine competitiveness for development. It also aims to identify and advocate selected strategic reforms and approaches for the next Congress.
The project will receive funding support from United Kingdom- Foreign Commonwealth Offices’ Low Carbon, High Growth Programme and the Bilateral Programme Budget.
To kick off the project, the FMDS-UPOU in partnership with the Department of Finance(DoF), the Senate Economic Planning Office, and the Congressional Budget and Planning Department conducted a roundtable discussion on “Dealing with Tax Havens: Exchange of Information Bill” on 8 September 2009 at the Senate. Prof. Pier Carlo Padoan, the Deputy Secretary General of the Organisation for Economic Co-operation and Development (OECD) led the discussion on “The OECD Standards of Transparency and Exchange of Information in Tax Matters.”
Twenty experts from the Legislature, DoF, Bureau of Internal Revenue, academe and media participated in the roundtable discussion. Dr. Fe Mendoza, FMDS Dean and Project Director, moderated the forum and synthesized the discussion. The consensus achieved is a realization of the need to combat transnational tax evasion and other tax abuses.
