On 16 December 2023, the University of the Philippines Open University held its 27th Commencement Exercises with the theme, "University of the Future: Reimaginations, Reconfigurations, Realizations." This year, UPOU conferred degrees to 571 students from 31 degree programs. The graduation ceremony started at 5:00 PM, with the procession starting from the UPOU Oblation. The University of the Philippines (UP) has approved 571 UP Open University (UPOU) students for graduation. This 16 December 2023, UPOU will hold its 27th Commencement Exercises to confer these degrees to these students. Dr. Melinda dela Peña Bandalaria, Chancellor of the University of the Philippines Open University (UPOU), attended the 29th International Council for Open and Distance Education (ICDE) World Conference in San Jose, Costa Rica. The UP Open University (UPOU) Educational Media Production (EMP) unit of the Center for Open and Digital Teaching and Learning (CODTL) has launched the Tech Tips series on Creating an Interactive Video Using H5P.  Tech Tips is a series of video learning materials featuring how-to’s of using commonly unexplored features of productivity softwares or apps.
