The University of the Philippines Open University (UPOU) held a Capability Building Program on Distance eLearning at Ifugao State University, Nayon, Lamut, Ifugao on 2-3 April 2019 as part of their Cascading Best Practices Program, which aims to help capacitate other higher education institutions (HEIs) in utilizing technology in their mode of instruction. Dr. Grace Javier Alfonso, Professor and Former Chancellor of University of the Philippines Open University (UPOU) and Executive Director of TVUP, brought access to continuing higher education even closer to the Filipino community in Taiwan as she presented and discussed the UPOU Philippine Learning Commons (PLC) to the Filipino workers at the Advanced Semi-conductor Engineering (ASE) Inc., in Kaohsiung, Taiwan on 22 March 2019. The Office of Student Affairs (OSA) of the University of the Philippines Open University (UPOU), together with the Guidance and Counseling Division of the Office of Student Affairs, UP Los Banos (UPLB), conducted Life Coaching Seminar-Workshops on 11 and 18 March 2019. New partnerships were forged and sealed by the University of the Philippines Open University (UPOU) on 01 March 2019 as part of the celebration of its 24th Anniversary. This was held at its headquarters in Los Banos, Laguna. The Department of Environment and Natural Resources (DENR) and the Red Cross for Youth of the UP Los Banos (UPLB) were UPOU's new partners. The University of the Philippines Open University (UPOU) collaborative project with the Philippine Long Distance Telephone Company (PLDT) entitled "PLDT Infoteach Outreach Program" bagged an Anvil Silver Citation for Outstanding Education Program at the 54th Anvil Awards: Gabi ng Parangal held on 30 January 2019 at the Marriott Grand Ballroom in Newport City.
