3. InnovaTE (Innovative Teaching and Learning)

Target: To promote and adopt/adapt innovative technology-supported teaching methodologies in support of effective learning

• Enhanced capacity in effective online teaching among the faculty (FICs and tutors)
• Reduced attrition and improved graduation rates among students

Target: To provide an enabling environment for improved ODeL research productivity and research and innovation in priority social development fields

• Research-based ODeL policy and practice within and beyond UPOU

Target: To broaden access to continuing education and lifelong learning through the design and delivery of open online courses

Performance indicators:
• Massive enrolment in UPOU MOOCs
• Reduced attrition rates and high completion rates in UPOU MOOCs
• Improved transition rates from non-formal to formal courses through UPOU MOOCs

Components:
1. Design and development of (conventional) non-formal MOOCs
2. Design and development of MOOCs as entry points to, adjuncts to, or part of formal programs
3. Design, development, and testing of pedagogies and delivery systems for UPOU MOOCs

6. PLAZA

Target: To take a leadership role in the promotion of critical digital literacy nationwide

Performance indicators:
• A network of information hubs
• Collaboration with networks of digital literacy advocates and practitioners and communities of practice

Components:
1. Establishment of information hubs
2. Training programs in digital literacies (priority are marginalized sectors)
3. Improved digital library systems and services
4. Partnerships with telecommunications service providers, government agencies (DICT and DOST), local government units, and nongovernment organizations

Target: To promote public discussion of critical social issues, participate in social mobilization, and disseminate research results and knowledge products

Performance indicators:
• Multiple platforms for discussion of social issues and dissemination of research results and knowledge products
• Network/s of community media and information service providers

Components:
1. Enrichment of the UPOU Networks
2. Establishment of a low-cost, low-powered FM station

Target: To fulfill UPOU’s role, specified in Republic Act 10650 (the Open Distance Learning Act), of assisting the Commission on Higher Education and Technical Education and Skills Development Authority and providing leadership in the implementation of open distance learning in the Philippines

Performance indicators:
• Network of ODL scholars and practitioners in the Philippines
• Adoption of best practices in ODL in higher education and technical education and skills development in the Philippines

Components:
1. Capacity building in ODL through the ODeL MOOC series for HEI faculty and NFE, ODeL webinar series, ODeL teaching certification, and ODeL OER repository
2. Establishing an ODeL community of practice through partnerships, collaborative projects, and national conferences in ODeL
3. ODeL program accreditation system

Target: To promote administrative productivity and efficiency

• Strategy-based optimization of available resources
