The University of the Philippines Open University (UPOU), Bureau of Corrections (BuCor), and University of the Philippines Alumni Association (UPAA) signed a Memorandum of Agreement for a tripartite partnership on education access and workforce development. The signing was held on 1 August 2025 at Ang Bahay ng Alumni, Diliman, Quezon City.

Representing the BuCor, Director General, Gen. Gregorio Pio Catapang Jr., AFP (Ret) CESE, in his speech, expressed gratitude to the University of the Philippines for allowing them to be part of this initiative. He expressed hope that this partnership with UP will be long-lasting, not only educating Filipinos across the country but also providing learning opportunities to Persons Deprived of Liberty (PDLs). He emphasized that this endeavor is beneficial and fruitful in advancing the country’s progression and peace, and reaffirmed BuCor’s commitment to helping UP fulfill its role as a true university of the people.

UPOU Chancellor Joane Serrano conveyed her enthusiasm for this partnership among the three institutions. She reiterated that this collaboration reflects a common vision of making education accessible and transformative. She looks forward to equipping PDLs through training and programs, bringing education, rehabilitation, and community support in one shared mission and opening doors to restoring dignity.

UPAA President and Alumni Regent Mr. Robert Lester Aranton described the collaboration as a powerful partnership. Mr. Aranton underscored that UPAA will always be a bridge that connects people and institutions. He expressed confidence that these efforts would contribute to building a more empowered nation, one life at a time.
