To disseminate information and share the experiences of the University of the Philippines Open University (UPOU) in the use of various technologies for open and distance elearning (ODeL), Ms. Luisa A. Gelisan, Director of the UPOU Multimedia Center, served as one of the resource speakers in the 5th Socioeconomic Research Portal for the Philippines (SERP-P) meeting. Her presentation is titled “Innovations in Education Delivery: Open and Distance eLearning by UP Open University.” She presented the different educational technologies as well as information and communication technologies that the UPOU had used and continuously uses in the delivery of academic and student support services to distance learners from Distance Education 1.0 to Distance Education 4.0.

Director Gelisan emphasized that providers of education need to be flexible and open with regard to various innovations that can be applied for teaching and learning, but the innovations should be pedagogically sound, accessible, and beneficial to the majority of the students. At the same time, educators should also explore possible ways to reach those who do not have access to modern Information and Communication Technology or ICTs, to avoid marginalizing those learners.

The SERP-P biennial meeting, with the theme “Gearing Up for SERP-P 4.0,” was held on 10 December 2018, at the Philippine Institute for Development Studies (PIDS) Office in Quezon City. SERP-P is an online repository of socioeconomic information, such as socioeconomic studies, which were produced by PIDS and the 53 SERP-P academic and research member institutions.
