The Caraga State University (CSU) conducted an online benchmarking meeting with the University of the Philippines Open University (UPOU) on 6 April 2026 to learn UPOU’s practices in designing and implementing microcredential programs.
The discussion centered on UPOU’s processes in offering and developing microcredentials, as well as the institutional structures that support their implementation. The benchmarking aimed to provide insights for Caraga State University as it explores similar initiatives that respond to emerging educational and workforce needs. It focused on the process of developing microcredential courses based on the UPOU’s Roadmap for Microcredentials in implementing the initiative.
The participants also inquired about the registration process for microcredentials. UPOu described the registration process through ASCEND, UPOU’s online platform for delivering microcredential courses.
The conversation also addressed challenges encountered during implementation. UPOU noted that attrition rates can be relatively high in some programs, particularly among working professionals such as nurses whose schedules often conflict with course requirements. To address this, UPOU provides interactive, relevant and engaging learning activities tailored to circumstances of target learners.

UPOU also emphasized engaging with industry stakeholders in program design, and conducting regular consultations with subject matter experts, and designing authentic and valid assessments to ensure that programs remain responsive to professional and industry needs.
The discussion was facilitated by Asst. Prof Ria Valerie Cabanes, Director of Quality Assurance Office (QAO), and Prof. Primo Garcia, Director of Office of Public Affairs (OPA). The event is in line with UPOU’s role to assist higher education institutions in delivering their programs through flexible and online modes of learning, as provided for in RA 10650.
