Dr. Flor is the new Dean of the Faculty of Information and Communication StudiesAt the 1316th UP Board of Regents Meeting on 31 March 2016, Dr. Alexander G. Flor was appointed as the new Dean of the Faculty of Information and Communication Studies (FICS), UP Open University (UPOU) effective 01 April 2016 to 31 March 2019.
Dr. Flor has a PhD in Development Communication from the University of the Philippines Los Baños (UPLB) and a Post Doctorate Degree in Informatization Studies from the East West Center- Institute of Culture and Communication in Honolulu, Hawaii.
He also serves as the current Program Chair of the Doctor of Communication Program at FICS, and has also handled several courses under the Master of Development Communication (MDC) of FICS, Master of Environment and Natural Resources Management (MENRM) of the Faculty of Management and Development Studies (FMDS), and Master of Distance Education (MDE) of the Faculty of Education (Fed). He started with UPOU as the Vice Chancellor for Research and Development and a professor under the then Faculty of Social Science and Humanities in 2002. After the reorganization of UPOU in 2003, he became the founding Dean of FICS, and served for two terms.
Prior to joining UPOU, he was a faculty member of the College of Development Communication of UPLB for 25 years. He also served as a visiting Professor at the Kasetsart University in Thailand.
He is a well-cited scholar in the area of development communication, knowledge management, distance education, information and communication technology or ICT for Development, ICT for Education, and indigenous knowledge systems. He has published numerous books and journal articles in these fields and has also presented a number of researches in these areas in conferences all over the world.
Dr. Flor is a member of the New York Academy of Sciences, American Association for the Advancement of Science, East-West Center Association and the National Research Council of the Philippines. (Anna Cañas-Llamas)
