The University of the Philippines (UP) administrative and REPS personnel voted for its 7th Staff Regent (SR) on 4 October 2021. Victoria “Vicki” Canape Belegal, Administrative Officer V of the Office of the University Registrar (OUR), UP Open University (UPOU) is the new Staff Regent effective October 2021 to 2023.
SR Vicki’s plans for her term include the continuing call for the approval of policies and programs for the administrative personnel and REPS of the university. Her six-point agenda include the (1) PhP 20,000 Health Support Grant; (2) Sagad Award; (3) Regularization of UP Contractual employees; (4) Widened coverage for eHope; (5) Long Service Leave Benefit; and (6) Representation of REPS at the BOR.
SR Vicki has a Master of Public Management degree from Victoria University of Wellington, New Zealand. She also earned units for the Master of Science Major in Entomology from UP Los Banos where she also earned her Bachelor of Science in Agriculture Major in Entomology. She has been with UP for more than 25 years wherein she started as a University Research Associate at the Institute of Plant Breeding in UPLB. She was also one of pioneers of UPOU when she joined in 1996, and battled with all the labor and growth pains of institutionalizing open and distance eLearning (ODeL) in the country.
SR Vicki has received several awards throughout her professional life. In 1995, her research team won the Best Paper Award for a Collaborative Research for the Society for the Advancement of Vegetable Industry. Her collaborative research was also published at the Philippine Journal of Crop Science in the same year. She was also the recipient of the 2012 Study Grant from the New Zealand ASEAN Scholarship Awards for her Master’s degree. At UPOU, she was awarded the Gawad Chancellor for Outstanding Administrative Staff (2nd Level) in 2017. She also has her fair share of presenting research papers, one of which was at the 5th Asian Association of Women’s Studies Congress in Seoul, South Korea in 2019.
SR Vicki has also led various committees and groups in the university. She served as Head and Program Development Associate for the Bids and Awards Committee (BAC) Secretariat from 2019-2020. She is also the President of the All UP Workers Union – UPOU Chapter since 2003 to present. She is the leader of UPOU’s V-Force, a dance group aimed to aid in the health and wellness of university personnel. She also served as Secretary for the UP Employees Cooperative from 2017-2019, among others.
SR Vicki’s vision is a strong representation of the administrative and REPS personnel at the UP Board of Regent to collectively call for, pursue and fight for benefits, rights, development and wellness of these two sectors. Her cry is for integrity and victory for these pursuits, for the sake of all ADMIN and REPS of UP.
