Cebu Normal University (CNU) visited the University of the Philippines Open University (UPOU) on 11 April 2025 at the UPOU Headquarters in Los Baños, Laguna, following the initial discussions with the Faculty of Education (FEd).  

The CNU delegates, led by Dr. Joseph Elvir Tubilan, Vice President for Academic Affairs & Internationalization (VP-AAI), included Dr. Venus Cortez,  Office-In-Charge, Vice President for Special Needs, Early Childhood, Internationalization and Lifelong Learning; Dr. Lelani Dapat, Director, Information and FM Station Unit; and Dr. Tizza Marie Navarro, OIC – Dean, College of Special Needs, Early Childhood, and Lifelong Learning. They were received by Dr. Aurora Lacaste, UPOU Vice Chancellor for Academic Affairs (VCAA), and Ms. Rhonna Marie Verena, University Researcher at the Faculty of Education (FEd). 

The meeting centered on signing the Memorandum of Agreement (MOA) in preparation for implementing the upcoming training design. Key agendas included finalizing the training schedule and timeline, identifying and arranging for resource persons, discussing the training format, and outlining deliverables such as the budget and overall implementation plan.

As part of their visit, the CNU delegates toured the key facilities of UPOU. At the Information and Communication Technology Development Office (ICTDO), they were introduced to the office functions, personnel, networks, hardware, and the crucial role in maintaining the university digitally alive. The delegates also visited the UPOU Library, where they explored the online and physical resources available offered by the University to the students. The tour concluded at the World Class Multimedia Production Building (WCMPB) where they viewed the production facilities and conference areas.

The collaborative meeting deepens the partnership between CNU and UPOU as they work together on a training program designed to support CNU’s efforts in establishing its ODeL program.
