Ricardo T. Bagarinao

Dr. Ricardo T. Bagarinao, incumbent Dean of the UP Open University (UPOU) Faculty of Education (FEd), has been granted a second term. The UP Board of Regents, on its 1350th Meeting held on 3 February 2020, approved the appointment of Dr. Bagarinao. His second term as Dean is effective from 01 February 2020 to 31 January 2023.

During the consultation and search process, Dr. Bagarinao presented his envisioned flagship projects and initiatives for FEd for 2020-2023 which were anchored on instruction, scholarly and creative work, administration and governance, and public service.

Prof. Bagarinao holds a Doctor of Philosophy degree from UP Los Baños School of Environmental Science and Management. He is an educator at heart, serving as a faculty member of the country’s national university right after he graduated with a degree in BS Biology from UP Cebu College. He served as trainer, facilitator, resource person, consultant, tutor, and mentor in different academic settings in recognition of his expertise in environmental science, sustainable development, natural resources management and disaster preparedness. As educator, he was awarded the UPOU Gawad Chancellor for Outstanding Faculty in 2015.
Prof. Bagarinao has led numerous projects leading to his recognition as the Outstanding Filipino Research Leader in 2012 at the World Research Festival. His wisdom transcends to his authorship of numerous publications in his field which also led to him being awarded the UP International Publications Award (IPA) each year since 2010. He was also twice awarded the UP Scientist I title, first effective 2013-2015, and second, effective 2015-2017.

Prior to Dr. Bagarinao’s appointment as Dean of FEd, he served as Program Chair of UPOU PhD in Education program for 3 years, and served UPOU as the University Registrar for six years. (ACLlamas)

Meet the changemakers shaping local and regional futures — CNNC 2025 takes collaboration across bordersThe Community of Nations and Nation of Communities (CNNC) 2025 Short Course, organized by UPOU-FMDS with support from the Eurasia Foundation, concluded on 2 July 2025. With 11 hybrid sessions, the course brought together professionals, public servants, students, and advocates from across the to explore decentralization, community development, and cross-border cooperation.A highlight was the Local-to-Local Across Border Scheme (LLABS) group presentations, where interdisciplinary teams developed proposals tackling issues like ecotourism, urban resilience, and international university partnerships.
