As part of the UP System Administration’s Financial Transformation initiatives aimed at enhancing transparency and efficiency in its financial operations, the SGV & Co. conducted a three-day deep dive workshop and walkthrough of the UPOU Financial Information Systems, namely, Financial Accounting Information System (FAIS) and the Budget Utilization, Liquidation, and System Analytics (BULSA). The event was held from 02 to 04 June 2025 at the Audio-Visual Room, UPOU Headquarters in Los Baños, Laguna. It brought together representatives from the Budget Office, Accounting Office, and Cash Office, along with SGV’s team of systems analysts, process analysts, and financial consultants.
The walkthrough was conducted to evaluate UPOU’s existing systems for budgeting, accounting, and disbursement processes. The discussions centered on identifying best practices, addressing system-related challenges, and resolving process bottlenecks in both information systems. These efforts aim to standardize and streamline financial operations in line with the UP System’s broader goal of integrating the BULSA into its operational framework.
Key topics discussed included transaction tracking, ORS/BURS process flow, payroll, disbursement voucher workflows, supplier management, online payment systems, and financial reporting. The team also reviewed internal controls, access protocols, and documentation procedures to further strengthen accountability and ensure the operational integrity of the financial system.
This collaboration represents a significant step in UPOU’s ongoing commitment to modernizing its financial systems and enhancing the efficiency and transparency of services provided to the UPOU community.
