UPOU Attends UP OVPLA’s Training on Administrative Cases for Personnel

Adhering to uphold the highest standards of administrative justice, UP Open University attended the UP System’s comprehensive training program for Disciplinary Committee members provided by the UP Office of the Vice President for Legal Affairs last 2-4 April 2025 at the Malcolm Hall of UP Diliman in Quezon City. 

The training aimed to equip and empower the UP units’ human resources departments to handle administrative civil service cases under the Approved Revised Rules on the Administrative Cases (RRACS) of Teaching and Non-Teaching Personnel. Participants were introduced to the crucial aspects of administrative law, investigative procedures, evidence evaluation, and report writing, equipping them with the necessary knowledge and skills to effectively handle disciplinary cases. With the wisdom and competencies gained from this training, they are now ready to conduct fair, impartial, and efficient administrative proceedings, ensuring adherence to due process and upholding the principles of justice within the UP System.

The UP Open University (UPOU) demonstrated its commitment to this initiative with a strong delegation led by Chancellor Dr. Joane Serrano, Human Resources Chief Mr. Michael Lagaya, Vice Chancellor for Academic Affairs Dr. Aurora Lacaste, All UP Academic Employees Union OU Chapter PRO Dr. Ruth Rodriguez and Secretary Donalyn Piamonte. Representatives from various Faculties of Study also participated, including Ms. Joy Rebulanan (Faculty of Information and Communication Studies – FICS), Ms. Gina Roa (Office of the University Registrar – OUR), Atty. Ofelia Leaño (Legal Office), and Ms. Rubielita Parcon (Faculty of Education – FED).
