On 20 February 2026, the University of the Philippines Open University (UPOU), through the Human Resources Development Office (HRDO), conducted an orientation session on the Philippine Health Insurance Corporation (PhilHealth) as part of its Orientation/Re-orientation on Mandatory Social Benefits series. The activity is the third in a four-part series aimed at informing UPOU personnel about their rights and benefits under mandatory government social protection programs, including GSIS, SSS, PhilHealth, and Pag-IBIG.
The session featured Mr. Eugenser Jose Guray, Accounts Officer and Team Leader for the Local Health Insurance Office (LHIO) of Calamba, as resource speaker. He provided an overview of PhilHealth’s mandate and discussed the services available to members under the National Health Insurance Program.

During the orientation, Mr. Guray introduced participants to the PhilHealth’s Yaman ng Kalusugan Program (YAKAP), which promotes preventive and primary healthcare services for members. Under the program, members are encouraged to register with an accredited Primary Care Provider (PCP) , allowing them to access consultations, diagnostic services, and selected medicines through PhilHealth-accredited healthcare facilities.
Mr. Guray also discussed the range of services available under the program, including preventive consultations, diagnostic tests, emergency dental services, and access to selected medications. He emphasized that PhilHealth benefits are provided in the form of healthcare services rather than direct cash payments to members.
Participants were reminded to update their membership records through the PhilHealth Member Portal, the eGovPH mobile application, or through local PhilHealth offices. Everyone was also encouraged to register their eligible dependents to ensure that family members may benefit from PhilHealth services.
The session also provided an opportunity for UPOU personnel to raise questions and seek clarification regarding PhilHealth membership and healthcare benefits.
