The Civil Service Commission (CSC), through its training arm, the Civil Service Institute (CSI), held an orientation on Gender and Gender Equality, Disability, and Social Inclusion (GEDSI) for the representatives of ASEAN Member States on 14 November 2024 via Zoom.

Dr. Finaflor F. Taylan, Director of the Office of Gender Concerns and Program Chair of the Diploma in/ Master of Social Work of the University of the Philippines Open University (UPOU), served as one of the resource speakers for the event. Dr. Taylan emphasized key GEDSI concepts such as social inclusion, workplace inclusion, and the impact of unconscious bias during her first session. Participants from the ASEAN Member States were also invited to share experiences of their countries for GEDSI mainstreaming.

In her second session, Director Taylan focused on inclusive leadership and the profound impacts of social inclusion. She highlighted ASEAN’s ongoing efforts to create safe, inclusive public sector workplaces for all genders, stressing the importance of a supportive and inclusive environment for the advancement of GEDSI in the region. The orientation helped deepen understanding of gender equality, disability, and social inclusion in the workplace. It also provided a platform for ASEAN Member States to share best practices and collaborate on future initiatives for a more inclusive public service sector. With ongoing effort and cooperation, the region is set to make significant progress in ensuring equal opportunities for all. Dr. Taylan also joined the panel session together with officials from CSC to address questions from participants.

Dr. Taylan was also one of the consultants who were consulted in the review and redevelopment of the ASEAN Gender Mainstreaming in Human Resource Toolkit, which was launched in the said two-day ASEAN event.

The latter half of Day 2 of the 7th AAWS Congress offered an enriching and vibrant blend of academic exchanges among onsite and online participants.The fourth and final plenary session featured Dr. Carolyn I. Sobritchea, AAWS Council Member and Professorial Lecturer at the UP Open University. Dr. Sobritchea discussed integrating women’s empowerment, diversity, and sustainability in shaping Asia’s future, with particular attention to climate justice and women’s leadership. Her presentation highlighted Sustainable Development Goal 13 and emphasized that climate solutions must be equitable, prioritize vulnerable communities, and embed gender equality in climate mitigation efforts. The session was moderated by Asst. Prof. Maria Lourdes T. Jarabe, PhD, RSW (UPOU).The third panel session centered on NGA & Development Partners, moderated by Asst. Prof. Jephte Muñez (UPOU), followed by the final panel, “Empowering Learning, Sustaining Inclusion: Democratizing Gender Discourse through ODeL and ASEAN Collaboration,” moderated by Asst.
