The second batch of LINANG UPOU: Mga Serye ng Pagsasanay para sa Pagpapaunlad ng Paglilingkod sa Pamantasan at Bayan was successfully completed by forty-five (45) staff of the University of the Philippines Open University (UPOU). The three-day capacity-building program was conducted from 7 to 9 July 2026 at the UPOU’s Centennial Center for Digital Learning Auditorium, National Highway, Maahas, Los Baños, Laguna.

Spearheaded by the Office of the Chancellor (OC) and  Office of the Vice Chancellor for Finance and Administration (OVCFA) through the Human Resources Development Office (HRDO), the program forms part of the Office of the Vice President for Administration’s (OVPA) LINANG Program, which aims to develop a competent, values-driven, and service-oriented workforce across the University of the Philippines System. 

Following the successful completion of its first batch composed of 48 university officials, key administrators, and staff, LINANG UPOU continued its implementation for another 45 staff from various sectors of the university, including faculty members, REPS, administrative staff, COS staff, and a Union representative. With the completion of both batches, the program has now engaged a total of 93 UPOU personnel in strengthening professional competencies, workplace relationships, and commitment to public service.

The program formally opened with remarks from Chancellor Joane V. Serrano, who expressed her support for the LINANG Program as an important initiative in strengthening the university’s workforce. She also shared the university’s goal of ensuring that all UPOU employees complete the program within the year, highlighting the importance of continuous learning and professional development in advancing quality public service.

The first day featured the Unang Serye: Relationship Operations and Sensitivity Enhancement Seminar (ROSES), facilitated by Assoc. Prof. Richard S. Javier, Assistant Vice President for Administration (Human Resources Development) and Director of the UP System Human Resources Development Office. Through discussions, reflection activities, and collaborative exercises, participants explored the importance of emotional intelligence, effective communication, conflict resolution, and trust-building in creating a positive and productive workplace environment.

The second day focused on the Ikalawang Serye: Work Attitude and Value Enhancement Seminar (WAVES), led by Prof. Tiffany Adelaine G. Tan, Assistant Vice President for Administration (Organizational Development and Operations). The session encouraged participants to reflect on the University’s vision, mission, and values, while emphasizing how individual attitudes, behaviors, and work practices contribute to a culture anchored on honor, excellence, and service.

The final day featured the Ikatlong Serye: Completed Staff Work (CSW), facilitated by Mr. Pepito T. Dizon, University Extension Specialist III at the UP National Engineering Center and Program Development Associate for Organizational Culture and Productivity under the OVPA. Participants learned a structured approach to problem analysis, evaluation of alternatives, and preparation of evidence-based recommendations to support effective and timely decision-making in the workplace.

Building on the progress achieved through its first two batches, UPOU continues to advance its workforce development initiatives by expanding access to LINANG and other capacity-building programs. Guided by the principle that “people are at the heart of its vision”, the university remains committed to equipping its personnel with the knowledge, skills, and values needed to deliver responsive, innovative, and quality public service.

The three-day training concluded with closing remarks from Vice Chancellor for Finance and Administration Jean A. Saludadez, who congratulated the participants on completing the program and encouraged them to apply the knowledge, skills, and values gained through LINANG in their respective roles. She likewise expressed her appreciation to the facilitators, organizers, and participants for contributing to the successful implementation of the university’s second LINANG training.

The successful completion of LINANG UPOU Batch 2 marks another milestone in UPOU’s continuing efforts to cultivate a capable, values-driven, and service-oriented workforce.
