“We would like to know how we can further help improve our systems,” emphasized Asst. Prof. Ria Valerie Cabanes, Director of the Quality Assurance Office (QAO) at the University of the Philippines Open University (UPOU) and Chair of the Performance Budget Monitoring System (PBMS) 2026 Ad Hoc Committee, during an online recalibration meeting with committee members on 18 May 2026.

The Performance Budget Monitoring System (PBMS) is a digital platform designed to help the University of the Philippines (UP) system manage budget-related data submission, monitor budget utilization, and generate real-time accomplishment reports securely and efficiently.

The meeting aimed to identify the challenges encountered by committee members in setting targets, collecting data and evidence, and monitoring the University’s performance based on PBMS indicators. In response to these challenges, committee members shared their current practices, which will be studied and evaluated to develop collaborative solutions and further improve the PBMS process. These efforts aim to strengthen the PBMS not only as a reporting mechanism but also as a system guided by systems thinking.

The PBMS 2026 Ad Hoc Committee remains committed to developing systems that support data collection and improve the overall process of monitoring the performance of UPOU. These initiatives aim to ensure that the University’s allocated budget is managed and utilized with integrity for the benefit of the University’s stakeholders.
