The University of the Philippines Open University (UPOU) announces the appointment of new officials under the Office of the Vice Chancellor for Academic Affairs (OVCAA), further strengthening its commitment to academic excellence, innovation, and global engagement.

Asst. Prof. Blancaflor P. Arada, University Registrar

Assistant Professor Blancaflor Arada, appointed as the new University Registrar, will oversee the efficient management of academic records, student registration, and academic support services. She currently serves as the Program Chair of the Diploma in Computer Science (DCS) and has previously held positions as Program Development Associate at the Office of the University Registrar and Immersive Open Pedagogies (IOP) Program.

Asst. Prof. Joseph de Mesa, Deputy Director for Learning Design of the Center for Open and Digital Teaching and Learning

Dr. Joseph De Mesa has been named the Deputy Director for Learning Design of the Center for Open and Digital Teaching and Learning (CODTL). In this role, he will lead the unit in providing essential learning design advice and administrative support for program development, revision, and course delivery. He is also the current Program Chair of the Diploma in Science Teaching at the Faculty of Education (FEd), Area Coordinator of the Doctor of Philosophy in Education Program (Physics Education), and a member of the FEd Committee on Curriculum and Instruction.

Asst. Professor Remsce Pasahol, Program Development Associate for Linkages

Assistant Professor Remsce Pasahol has been designated as the Program Development Associate for Linkages. He will play a key role in strengthening institutional partnerships and academic collaborations. He also holds the position as Program Chair of the Diploma in Land Use Planning at the Faculty of Management and Development Studies.

The UPOU community looks forward to the valuable contributions of the new officials as they take on their respective roles in shaping the future of open and distance learning.
