The University of the Philippines Open University (UPOU) and the Pasig Local Government Unit (LGU) are in discussions to establish a government-to-government partnership aimed at enhancing the skills and competencies of Pasig LGU personnel.

During an exploratory meeting held on 1 March 2024 at the Pasig City Hall, Metro Manila, FMDS Faculty members Asst. Prof. Remsce Pasahol and Asst. Prof. Lianne Angelico Depante, FMDS Staff Ms. Dona Lyn Piamonte, met with representatives from Pasig LGU, including City Planning and Development Coordinator EnP Priscella B. Mejillano and Project Development Officers Ar. Beryl F. Baybay, EnP. Rachel V. Marra, Engr. Yvan Pagdonsolan and Ms. Kristina Elaine S. Delfin. UPOU Office of Student Affairs (OSA) Director Dr. Ria Borrmeo and Ms. Christine Domalaon-Volante also attended the meeting via Zoom.

The primary agenda of the meeting was to explore the possibility of a partnership that would allow Pasig LGU personnel to enroll in the Diploma in Land Use Planning (DLUP) program at UPOU. Pasig LGU has allocated funding for its personnel to join the program starting in Academic Year 2024-2025. To utilize this fund, a Memorandum of Agreement (MOA) between UPOU and Pasig LGU is required.

Both parties expressed their commitment to collaborating on this initiative, which aims to enhance the skills and capabilities of Pasig LGU personnel, ultimately benefiting the city’s development initiatives. UPOU, as the lead agency in this partnership, will work closely with Pasig LGU to draft and finalize the MOA, ensuring that it aligns with the goals and requirements of both parties.

The partnership between UPOU and Pasig LGU underscores the importance of investing in human resource development and capacity building, which are essential for sustainable development. Through this partnership, UPOU and Pasig LGU aim to strengthen their ties and contribute to the overall development of Pasig City.
