UPOU Launches BULSA and PUSO as part of Digital Transformation in the University’s Financial Systems

The University of the Philippines Open University (UPOU) marked a significant milestone in its digital transformation journey with the ceremonial launch of the Budget, Utilization, and Liquidation System Analytics (BULSA) and the Personnel Unified System Outlook (PUSO) on 28 November 2024.

This initiative is part of the digital transformation of the financial systems, coordinated with UP System’s new finance and HR systems. These innovative systems are designed to streamline financial and human resource operations and replace the University Information System (UIS). BULSA will be primarily used by the Finance Offices, while PUSO will be adopted by the Human Resources Development Office (HRDO).

Dr. Jean Saludadez, Vice Chancellor for Finance and Administration, Mr. Michael Lagaya, UPOU Chief Human Resources Officer, Ms. Amalia Perez, Chief Administrative Officer – Budget Office, Mr. John Benvers Malabanan, Chief Accountant – Accounting Office, spearheaded the launching ceremony,  graced by Dr. Melinda dela Peña Bandalaria, UPOU Chancellor, Dr. Primo Garcia, Vice Chancellor for Academic Affairs, Dr. Myra Almodiel, Director of the Office of Public Affairs, Dr. Reinald Pugoy, Director of the Information and Communication Technology Development Office (ICTDO), Dr. Joane V. Serrano, Dean of the Faculty of Management and Development Studies (FMDS), Dr. Charisse Reyes, Dean of the Faculty of Education (FED), Ms. Vicki Canape-Belegal, Chief Administrative Officer of the Campus Development and Maintenance Office (CDMO), and other staff of the university.

In her address, Chancellor Bandalaria highlighted UPOU’s long-standing commitment to technological advancement. She expressed gratitude to the dedicated individuals who have contributed to the successful implementation of these new systems, emphasizing their potential to enhance efficiency and productivity.

The introduction of BULSA and PUSO signifies UPOU’s dedication to providing state-of-the-art tools and processes to its faculty, staff, and students. The university aims to elevate its academic and administrative operations by embracing digital transformation.
